The Rt. Hon. Lord Howell is the former Secretary of State for Energy, and later for Transport in Mrs Margaret Thatcher’s first Cabinet (1979-83). He was also Minister of State in Northern Ireland (1972-74) and has held several other Government posts. He was created a Privy Counselor in 1979 and was raised to the Peerage in 1997. From 1987-97 he was Chairman of the House of Commons Foreign Affairs Committee and is currently the House of Lords Shadow Minister for Foreign Affairs.
Lord Howell has served in numerous business positions, including Advisory Director of UBS-Warburg (from 1996-2000), director of John Laing plc and of Monks Investment Trust. He currently acts as consultant to two major Japanese companies and as Advisor to the Kuwait Investment Office. Lord Howell is President of the British Institute of Energy Economists. In 2001 he was awarded the Grand Cordon of the Order of the Sacred Treasure by the Emperor of Japan (Japan’s highest honor for foreigners) for his work in furthering UK-Japan relations.
