Dr. Hilal is a Professor of Political Sciences at Cairo University. He served as Minister of Youth from 1999 to 2004. Prior to that, he held a number of distinguished positions at the Cairo University, including Dean of the Faculty of Economics and Political Sciences from 1994 to 1999.

Dr. Hilal has a PhD in Political Sciences from McGill University and has published several books, articles and papers in both Arabic and English. He received the Medal of Arts and Sciences in 1979 for his book “Politics and Governing in Egypt”.
