C. Richard Neu is a senior economist at RAND and director of the RAND-Qatar Policy Institute, in Doha, Qatar. Prior to his posting to Doha, Dr. Neu was Assistant to the President of RAND for Research on Counterterrorism, with responsibility for planning and coordinating RAND’s contributions to the struggle against international terrorism. He was also a co-director of RAND Enterprise Analysis, the unit of RAND that pursues research and analysis for private-sector clients. Dr. Neu has served as the Associate Director of Project AIR FORCE and the Associate Dean of the RAND Graduate School of Policy Studies. From 1993 through 1995, he served on the National Intelligence Council as the National Intelligence Officer for Economics, the principal advisor on economic matters to the Director of Central Intelligence.
Dr. Neu holds a B.S. in economics from the California Institute of Technology and a Ph.D. in economics from Harvard University. He teaches courses on macroeconomics, international economics, and finance at the RAND Graduate School.
